plans to open an aquarium called Zoomarine, which will house, in part, five
wild-caught bottlenose dolphins.

Dear Sir/Madam,
Keeping these intelligent, social animals in tanks causes
immeasurable suffering. Whether wild-caught or born in captivity, dolphins
retain their natural instincts and needs. No dolphin would choose to live apart
from his
or her family, facing the same walled environment day in and day
out, swimming in endless circles.
Dolphins navigate by echolocation, bouncing sonar waves off
objects to determine their shape, density, distance, and location. In a tank,
says Jean-Michel Cousteau, a dolphin's "world" becomes a maze of meaningless
reverberations. Jacques Cousteau vowed never to capture marine mammals again
after witnessing one captured dolphin kill himself by ramming his head into
the side of his tank over and over again.
I urge you to drop plans for an aquarium called Zoomarine in
Pomezia, which will house, in part, five wild-caught bottlenose
dolphins.

Urge Minister Roche to deny coursing licence

Minister for the Environment, Dick Roche, and his officials in
the National Parks & Wildlife Service are currently considering an
application from the Irish Coursing Club. The licence would allow coursers to
net in the region of 7,000 hares for the upcoming coursing season, due to
commence at the end of September.
Please send an urgent message to the Minister, requesting him
not to grant this licence. Urge him to insist that the coursers switch to
mechanical lure coursing which is practised successfully in the USA and
Australia. Remind him that hare coursing is outlawed in the UK and that there is
currently a ban on taking hares from the wild in Northern Ireland, leaving
Ireland as the last outpost of this cruelty in these islands.
The decision will be made very shortly so time is of the
essence. Please call or email Minister Dick Roche now.

Live Dogs Used as Shark-Bait in French Territory

A local custom consists in going shark fishing with dogs used
as live baits.Last September, a dog came back to its owner in a very sad state.
It had run away the previous night and came back the next morning with a hook
planted in its muzzle.
The owner brought the poor dog to the nearest SPCA to
nurse him back to health. Before removing the hook, the vet noticed a fracture
of the lower jaw.
There was no doubt that the animal was destined to serve as
a bait for big game fishing. It is indeed a common habit on the island. Back in
2000, a stroller was intrigued by whining noises from the trunk of a
car.
Inside, she discovered two small bitches with their paws tied up; they
had multiple injuries around the muzzle, paws and sternum. The veterinarian
examination disclosed that they were left by a large hook.
The Foundation
sued the fisherman for deliberate acts of cruelty against animals.
Unfortunately, the court could not condemn the culprit,
because he had already been judged a few months before by the police court,
where the fisherman keen on using live baits was given a one month suspended
prison sentence and a 6 000 francs fine.
We asked the government to be more
vigilant and make sure animal protection laws are put into practice in the same
way as Metropolitan France.

Honorable French Officials and Tourism Agencies:
I respectfully ask the French government to take
responsibility for the wretched state of homeless animals throughout its
overseas territories.
I also urge tourism agencies to recognize the routine
incidence of animal abuse. I will not visit Guadeloupe, Martinique, Guyane,
Reunion, Saint-Pierre et Miquelon, Mayotte, Nouvelle-Caledonie, Polynesie
francaise,
Wallis et Futuna, or Deputes Europeens until vigilant strides are
made to enforce animal protection laws in accordance with the laws of
Metropolitan France.
The French territories beckon tourists with an exotic tapestry
of customs, cultures, landforms and waterways. But for deserted animals,
paradise is lost. In Guadeloupe, 40,000 to 70,000 stray dogs dodge bullets,
poison, and cars set to kill them. They are fugitives of a culture that views
them with apathy, hate or fear. Some believe dogs are "inhabited at night by
evil spirits."
I understand massive roundups and euthanasia are common. When
the association AGIRE was directed to pick up roaming dogs, no efforts were made
to sterilize or re-home the animals. Instead all were killed, even those who
already had homes.
One of the most perverse crimes occurs on the French island of
La Reunion, where stray or stolen dogs and cats are used as "bait" to lure
sharks.
Fishermen pierce hooks through the animals' snouts or leg tendons
and fasten them to lines and rods. The terrified animals are cast into the sea
to attract sharks.
One dog returned home with a hook implanted in his muzzle. An
SPCA veterinarian found a fracture on the dog's lower jaw. On a separate
occasion, a pedestrian heard cries from inside the trunk of a car. She
uncovered two small dogs, their paws bound, with numerous wounds around the
muzzle, paws, and sternum. Many similar cases verify the ongoing use of
companion animals as bait for big game fishing.
French law outlaws this barbaric custom. Yet the courts rarely
seek the maximum jail sentence. In fact, most offenders are not even convicted.
When they are, penalties are little more than probation and a small
fine.
I call upon the French State to regulate its departments,
overseas territories, and regional bodies in compliance with continental animal
protection law. After decades of empty promises, conditions remain
unchanged.
Extensive sterilization is the only civilized solution for
territories overrun with animals. One female dog and her young can produce
67,000 puppies in 6 years. A cat and her litter can create 420,000 kittens in 7
years. Rather than subsidize mass killings, please fund clinics where strays are
altered and released. According to article R271-4 of the "code rural" (farm
laws), the sterilization and release of stray animals in overseas
departments has been legal since 2002.
I encourage officials to work with international organizations
willing to assist in sterilization, vaccination, and adoption programs in the
French territories. An alliance between local and foreign veterinarians, as well
as
rescue groups, would finally forge the path to humane reform. Ideally,
clinics throughout the territories could provide low-cost or free sterilization
and medical care to companion animals within low-income households.
I hope the French government will implement humane education
systems in its overseas communities. Until animal protection laws are wholly
enforced, I will ask others to join me in a tourism boycott of the French
territories.

is tortured and murdered in a spectacle called "Toro de la Vega". Hundreds of
men run with medieval spears after a bull, sticking them into his body until his
death.
This year in the 13th of September "Cabrero"

Ukrainian conservationists and their supporters worldwide have
been confident that the new president Viktor Yuschenko would nullify the plans
of the former administration to drive a deep-water canal through that part of
the core area of the Danube Delta Biosphere Reserve located in the Ukrainian
Republic.
It seems however that the old chains of bureaucracy and
corruption have not yet been broken.
We have just received the news that dredging work has resumed,
this time a Ukrainian dredger is active. Two nesting bird colonies and young
fish shoals have already been disturbed . This work must stop before wide-scale
destruction of further bird colonies and other fauna occurs and irreparable
habitat damage is caused.

We are very concerned to hear that the Ukrainian dredging
vessel "Skadovsk" has restarted channeling work in the mouth of the Bystroe
estuary.
Under the late President Kuchma there was strong international
protest against the construction of the Bystroe canal through the sensitive
core area of the Danube biosphere reserve. At an official level the Aarhus
Convention Compliance Committee found Ukraine to be in violation of its
obligations under the Aarhus Convention in the matter of the construction of the
Danube - Black Sea canal and the European Union and Commission also expressed
their grave concern at this potential environmental disaster. Other relevant
international organizations who continue to express their concern are the UNESCO
and the Bern Convention committee.
The Ramsar Convention secretariat have prepared an update on
the Bystroye estuary which concludes that a proper and comprehensive analysis of
the influence of the proposed canal on the Danube Delta environment, by all
interested parties, should be undertaken. To this end the Ukrainian government
should provide precise information about the status of building operations, as
well as an evaluation of the environmental impact.
We urge you to put an immediate stop to the canal dredging
before irreparable harm is done to an area of global environmental interest. -
as this way Ukraine continues violating international obligations and brings
serious harm to world-value territory!
We further urge you to annul the relevant presidential
decrees signed by Leonid Kuchma should be annulled, as they are still
contrary to Ukrainian legislation and in breach of international conventions to
which the Ukraine is a signatory.
