Dear Rio de Janeiro City Council Members:
The Brazilian city of Rio de Janeiro has a unique opportunity
to advance medical science. I understand City Counselor Claudio Cavalcanti
authored a bill that bans animal experimentation.
This progressive law, which the City Council approved and the
Mayor vetoed, returns to the Council for further evaluation in
August.
I respectfully ask you to vote to overturn the Mayor's veto.
Passage of this law will lead to cures for human injury and
disease.
Animals undergo invasive procedures, taxing behavioral drills,
electric shock, food/water deprivation, isolation and death -- to demonstrate
redundant information with no bearing on human health.
Indeed, Dr. Roger E. Ulrich states: "I discovered that
experiments on animals offer only the illusion of control... We create false
data which, combined with the differences among species, make our efforts to
apply the results to man, useless."
Humans and animals are so diverse in terms of their anatomy,
physiology, biochemistry, and genetics that the animal model can actually harm
humans with misleading results. The British Medical Journal reported in 2004:
"[Animal] research is poorly conducted and not thoroughly evaluated."
Scientists said drug doses in animals differ substantially from those
administered to humans. Fen-phen, Premarin, Vioxx, Celebrax, Bextra... It's hard
to stay current with the growing list of animal-tested drugs pulled from the
global market or slapped with restrictions.
Conversely, some life-saving drugs never make it out of the
lab. "Currently 9 out of 10 experimental drugs fail in clinical studies because
we cannot accurately predict how they will behave in people based on animal
studies," says Mike Leavitt, U.S. Secretary of Health and Human
Services.
Cleary, animal studies deflect focus and funding from
cost-effective research pertinent to humans. Your vote to ban animal
experimentation will prompt researchers to utilize human-focused technologies
such as in vitro analysis, cell imaging, epidemiology, computer simulators,
videos and mathematical modeling, genetic and protein analysis, clinical
research, human brain mapping technologies, autopsy/biopsy studies, advanced MRI
imaging, etc.
Please help establish an international precedent in medical
research with your endorsement of a ban on animal experimentation.

Statement from Claudio Cavalcanti, author of the law to ban
animal
experimentation in the Brazilian city of Rio de Janeiro:
To all anti-vivisection and animal rights activists in Brazil
and the world:
I hereby, make an appeal to all animal rights and
anti-vivisection activists
from Brazil and worldwide to please express their
support in favor of the
law to which I am the author, which prohibits
vivisection and scientific
experiments on animals in the city of Rio de
Janeiro.
This law was approved by the City Council in March of this
year, but was
vetoed by the Mayor. It will return to the City Council of Rio
de Janeiro,
following official procedures, when the Mayor's veto will be
evaluated and
either endorsed or rejected by the majority voting. We will
need 26 votes to
overturn the Mayor's veto.
In case the Mayor's veto is overturned, this law will
represent the
liberation of animals from laboratories in the city of Rio de
Janeiro, and
this will set a national and international precedent to end the
systematic
and continuous torture of millions of animals
worldwide.
This is urgent. The voting may happen anytime this week,
possibly on
Thursday, June 1st. (ed: Voting is now scheduled for
August)

BULGARIA
SOFIA,PETS ARE TO BE KILLED
The mayor and the Environment Commission intend to ban keeping
more than two pets in flats, private property of Sofioters.
Accompanied by
police wardens the Municipality will confiscate animals above two in number and
will put them in the killing station for stray dogs in village of Seslavtsi
nearby Sofia.
For fifteen years Sofia has witnessed overpopulation of stray
dogs, and for the last three or four years the numbers of stray cats has grown
significantly. Between 1999 and 2006 the Municipality has slaughtered over
140,000 dogs by statistical numbers. Sofia residents neuter stray animals either
paying from their own pockets or using the free service of a Germany-sponsored
neutering facility, as a result of which there are more than 10,000 treated
stray animals. The majority of them have been adopted by people who try to help
resolve the issue of stray dogs.
Sofia Mayor, Boyko Borisov in his electoral
campaign definitely opposed the slaughter of stray animals and made an appeal
for neutering and housing these animals. In flat contradiction to those appeals
NOW, SIX MONTHS LATER, the Municipality, represented by the Mayor insists on
this preposterous restriction on the number of home pets which will lead to
their mass abandoning to the streets of Sofia, for no one will take voluntarily
their healthy and well looked-after animal home pet to be killed. This will
entail a huge wave of abandoned animals which will drastically increase the
number of stray animals.
Instead of raising the bar on observing the
requirements on humane keeping of animals, as well as applying good
international practices on the ratio of living area to pet size, the
Municipality is trying to restrict the right of the tax-payers to keep as many
animals as they can afford without disturbing other people.
If an owner does
not take due care of his, even a single, animal, and disturb his neighbors for
this reason, he shall be liable to sanctions provided for. So, the outcome of
applying restrictions in the number of home pets will not be an act of concern
for the people, but rather an increase of stray animals used as a free resource
for illegal production.

impetuous and ill-considered ideas to make the Regulation on acquisition,
keeping and breeding pets on the territory of Sofia a preposterous and
inapplicable document!

Protest against the return of bullfights to Vieux
Boucau

For the last 17 years the village of Vieux Boucau did not held bullfights.
Bullfights are scheduled for the 31st of July and 21st August.

J'apprends avec tristesse que votre commune est
le siège de corridas.
La corrida est un spectacle qui consiste à
torturer méthodiquement à mort des animaux. Entre la pique, les banderilles,
l'épée, et la dague, le taureau reçoit, pendant une vingtaine de minutes,
jusqu'à 1,50 mètre d'armes blanches dans le corps. Epuisé par les hémorragies
internes et externes, les poumons remplis de sang, le taureau finit par agoniser
en le vomissant mais il n'est pas toujours cliniquement mort lorsqu'on lui coupe
l'oreille ou la queue en guise de trophée. La torture est répétée à la suite sur
six taureaux. Les chevaux, même s'ils ne sont pas toujours tués durant le
spectacle, souffrent également beaucoup. Quel que soit l'art avec lequel on peut
pratiquer la torture, celle-ci ne peut pas être acceptée à notre
époque.

Des agences de voyages comme MacDonald Tours,
Martin Travel et Thomas Cook Tours Thunder Bay, Ontario, Canada, boycottent les
régions taurines françaises à cause de la cruauté des spectacles qui y ont lieu,
qui choquent les visiteurs. Les corridas de votre commune nuisent donc non
seulement au tourisme dans votre propre localité, mais aussi au tourisme dans
toute votre région.
Pour ma part, je n'irai pas dans votre commune
tant que des corridas y seront organisées.

I was saddened to learn that your commune hosts
bullfights.
A bullfight is a show in which animals are
methodically tortured to death.
For an agonizing twenty minutes, bulls are
impaled with up to 1.50 meter bladed weapons including goads, banderillas,
swords, and daggers. Exhausted by internal and external bleeding, lungs filled
with blood, the bulls die slowly, vomiting blood, but are not always clinically
dead when their ear or tail is cut off as a trophy. This torture is repeated on
a series of six bulls. The horses also undergo acute suffering, although they
are not always
killed during the show. Regardless of the art behind this
torture, it is not acceptable today.

Travel agencies like MacDonald Tours, Martin
Travel, and Thomas Cook Tours Thunder Bay in Ontario, Canada, are boycotting
bullfight areas in France due to the cruelty of these shows, which shock
visitors. The bullfights in your commune therefore undermine tourism not only
locally, but also throughout your entire region.
I will not be visiting your commune as long as
it hosts bullfights.

ICABS was dismayed to discover that an international student travel body is
providing details about bullfighting on its website.
Students visiting the International Student Travel Confederation (ISTC)
website are presented with details about bullfight times, dates and even contact
details for bullring venues.

Please contact the ISTC and appeal to them to stop publishing information
about bullfighting on their website. Tell them that by suggesting a visit to a
bullfight as a holiday activity, they are helping to keep the blood sport
alive.

organisation is helping to keep this internationally condemned activity
alive.
I hope that you can consider this appeal and I look forward to visiting a
bullfight-free ISTC website in the future.

TD(Member of Irish Parliament) compares bullfighting to GAA
sports

A member of the Irish parliament has made a bizarre comparison between one
of the world's most abhorrent blood sports and genuine sporting pursuits like
football and hurling.
Cecilia Keaveney, TD stated: "Research from Jordanstown university reveals
that with the GAA (Gaelic football, hurling, etc) being a family-friendly sport,
drug-free and amateur, it could be the greatest catalyst to attract tourists to
Ireland, equivalent to the phenomenon of bullfighting in Spain or that of sumo
wrestling in Japan in that it is unique."
The Fianna Fail TD for Donegal North East made the comments during a
meeting of the Joint Committee on Arts, Sport, Tourism, Community, Rural and
Gaeltacht Affairs last September. They only recently came to our
attention.
ICABS has written to Deputy Keaveney to complain about the comparison.
"GAA sports participants and Japan's sumo wrestlers would, we suspect,
object to being compared to those who torture and kill animals for
entertainment," we stated.
Also pointed out was the fact that most Spaniards are now opposed to
bullfighting and don't want bullfighting to be representative of their
country.
In response, Deputy Keaveney wrote: "Bull fighting is synonymous with Spain
whether we like it or not. It is (and I have Spanish in-laws) factual."
Asked if she was opposed to bullfighting, she remarked: "I am not aware
that bull fighting has been an issue in Donegal North East either recently or in
past memory."
Action Item
Please write to Cecilia Keaveney, TD and ask her to clarify her views on
bullfighting. Ask her to condemn the activity instead of comparing it to
sports.

Every year in September in Tordesillas, a bull
is tortured and murdered in a spectacle called "Toro de la Vega". Hundreds of
men run with medieval spears after a bull, sticking them into his body until his
death.
This year in the 12th of September 'Rompesueños'
